Gujarat Launches Indian AI Research Organisation (IAIRO) in GIFT City: India’s First State-Led AI Research Body Under PPP Model

In a historic move aimed at positioning India as a global powerhouse in artificial intelligence, the Government of Gujarat has granted in-principle approval for the establishment of the Indian AI Research Organisation (IAIRO) at GIFT City. The initiative, announced by Chief Minister Bhupendra Patel, is set to begin operations on January 1, 2026, making Gujarat the first Indian state to set up an AI research organization under a Public-Private Partnership (PPP) model.

The launch of IAIRO marks a major milestone in India’s AI journey and aligns with the Union Government’s India AI Mission, reinforcing Gujarat’s leadership in emerging technologies.

🤝 Strategic Partnership

IAIRO will operate through a tripartite collaboration involving:

  • Government of Gujarat
  • Government of India
  • Indian Pharmaceutical Alliance (IPA) as the anchor private partner

The IPA represents 23 leading pharmaceutical companies, including Cipla, Sun Pharma, Torrent Pharmaceuticals, and others.

💰 Funding and Investment

  • Total Budget: ₹300 crore over five years
  • Funding Model: Equal contribution (33.33%) from:
    • Gujarat Government
    • Central Government
    • Private sector partners
  • IPA Contribution: ₹25 crore in FY 2025–26

GIFT City (Gujarat International Finance Tec-City) is India’s first operational International Financial Services Centre (IFSC) and is rapidly transforming into a global technology and innovation hub.

Earlier in 2025, Gujarat also launched an AI Centre of Excellence in GIFT City in collaboration with Microsoft, underscoring the state’s long-term AI vision. The addition of IAIRO further cements GIFT City’s status as a multidisciplinary AI and deep-tech hub.
