Hyderabad, February 12, 2026 – Russia has implemented a full nationwide block on WhatsApp, severely restricting access for its estimated 100 million users in the country. The Meta-owned messaging platform was removed from Russia's national domain registry by regulator Roskomnadzor after repeatedly refusing to comply with local laws requiring data storage within Russia and cooperation on counterterrorism and law enforcement requests.
Kremlin spokesman Dmitry Peskov confirmed the block, stating it was enacted "due to Meta’s unwillingness to comply with Russian law." He encouraged users to adopt MAX, the state-backed messenger developed by VK Group, describing it as a "national" and "accessible alternative" readily available in the market.
MAX, which lacks end-to-end encryption and is built to allow government access to user data and messages when legally required, has been mandatory for pre-installation on all new smartphones and tablets sold in Russia since September 2025.
