Gulf governments have issued strong warnings, made hundreds of arrests, and imposed heavy penalties to prevent “spreading panic,” “misinformation,” or “glorifying attacks.”
Indian NRIs (nearly 9 million in the GCC) are especially vulnerable — several Indians have already been detained in the UAE for posting or sharing such content. Even liking, resharing, or commenting on unverified videos can lead to legal trouble. Authorities allow information only from official government sources.
Why the Strict Restrictions?
Gulf states argue that unverified footage of explosions, interceptions, damage to airports/ports, or fires can cause public alarm, compromise security operations, and spread rumors or AI-generated deepfakes. Influencers, expats, tourists, and blue-collar workers are all under scrutiny. Posting from outside the country can also lead to issues upon return or visa problems.
Country-Wise Restrictions & Penalties for NRIs
1. United Arab Emirates (UAE) – Strictest Enforcement
- Over 3.5 million Indians — highest risk.
- UAE Attorney-General has banned filming or publishing images/videos of attack sites, damage, debris, interceptions, or any related incidents.
- Hundreds arrested (including expats and at least 19 Indian nationals reported in some cases) for sharing real or edited videos, AI deepfakes, or even commentary.
- Penalties: Fines up to AED 200,000+ ($54,000+), prison up to 2 years or more, license revocation for influencers.
- Dubai Police and Media Office warnings: “Think before you share – spreading rumors is a crime.” Only official accounts (@DXBMediaOffice, @ADMediaOffice, WAM) are safe.
- Influencers in Dubai have deleted posts and are avoiding any mention of the war. Tourists and workers face detention even for old or unrelated clips.
2. Qatar
- Around 700,000 Indians.
- Interior Ministry arrested at least 313 people for filming, circulating videos, spreading rumors, or publishing misleading information about strikes on Al Udeid base, Ras Laffan, etc.
- Strict ban on sharing any visuals of attacks or aftermath. Heavy focus on preventing panic in the large migrant workforce.
- Penalties: Arrest, fines, and deportation risks for non-citizens.
3. Kuwait
- Around 1 million Indians.
- Ministry of Interior warns against filming interceptions, security operations, or posting any strike-related content.
- Cases include arrests for satirical videos deemed harmful to national security.
- Focus: Avoid content that could “incite anxiety” or destabilize public opinion.
- Penalties: Legal action, fines, possible imprisonment.
4. Bahrain
- Around 350,000–400,000 Indians.
- Multiple arrests for “misusing social media” and recording/sharing Iranian strike footage. Some charged with “glorifying” attacks.
- Strong warnings against posting images of damage near US 5th Fleet headquarters or industrial sites.
- Penalties: Arrest and prosecution under cybercrime laws.
5. Saudi Arabia
- Over 2.5 million Indians.
- Warnings issued against sharing unverified videos of strikes on refineries or bases (e.g., Prince Sultan).
- Part of broader GCC effort; emphasis on official SPA and MOI channels only.
- Penalties: Fines and legal consequences for spreading “misinformation.”
6. Oman
- Around 700,000 Indians — relatively milder but still restricted.
- General advisories against posting sensitive security content. Fewer reported arrests, but same rules apply to avoid legal risks.
- Indian Embassy in Oman has specifically warned against deepfake videos circulating on social media.
Common Risks for Indian NRIs Across GCC
- Arrest & Detention: Expats, including Indians, have been held for resharing videos from Instagram, TikTok, WhatsApp, X (Twitter), or YouTube.
- Deepfakes & Misinformation: Many viral clips are AI-generated or old footage — sharing them can still lead to charges.
- Job & Visa Impact: Blue-collar workers risk job loss or deportation; professionals and influencers face license cancellation.
- Seafarers & Families: Sharing tanker attack videos or port incidents is especially risky.
- Platforms Affected: Instagram, TikTok, X, WhatsApp forwards, and YouTube are heavily monitored via geo-blocking and reports.
